a majority of tattoo removal programs focus on at-risk youth ages 14-25. other programs require a probation referral and/or a minimum amount of community service. as of 2010 the state of california will release roughly 40,000 parolees into the community. these parolees will need resources that help improve their lives and reduce recidivism. the removal of gang related tattoos will not only build self confidence, but help improve their chances of getting into a place of higher learning and gaining employment. the goal of the program is to reach a job placement rate of 70% and have a junior college, four-year college and vocational training entrance rate of 65%. currently new skin adult tattoo removal is the only adult tattoo removal program in the san francisco bay area. sustainability is achieved by charging clients $75 for the first session of tattoo removal, and $50 thereafter. the purpose of the fees is to cover the cost to rent a tattoo removal machine for four hours at a cost of $
