be foundation is mexico’s leading independent organization dedicated to defending and protecting the fundamental human right to an identity and free and universal birth registration. be foundation is a right to an identity movement started at the united nations university for peace in costa rica in 2007 and establishing itself as a non-governmental organization (ngo) in 2008 in mexico city, as an answer to the serious social problem in mexico of more than 7 million people (renapo, 2007) who live today as ‘the invisible population’ in the eyes of the state for lacking a birth certificate and a registration, and denied the right to an official identity, a recognize name and a nationality. right from its inception, the major focus of the be foundation has been on the non-registered population in mexico and the mexican migrant farm workers in the united states, raising awareness and helping them to have the state’s legal recognition of their existence as members of society.
