bwoe-f.r.e.e. bwoe-f.r.e.e. stands for focusing on respect excellence and empowerment. bwoe-f.r.e.e is a mentor program designed to: assist young ladies in developing respect for themselves and others; promote excellence in mind, body and spirit; and empower youth through positive relationships. bwoe free was founded in may 2005 in orlando, florida by the central florida chapter of black women of essence, inc (bwoe). in august 2007 the program expanded in philadelphia, pa. the baltimore chapter of bwoe as well as the winston salem north carolina chapter of bwoe will be launching the 3rd & 4th chapters of bwoe free beginning in january 2011.
