southeast texas housing finance corporation (seth) was established in october 1981 under the authorization of the state of texas housing finance corporation act of 1979. this act empowered the corporation to issue revenue bonds for single family and multifamily housing programs. seth is a public non-profit housing finance corporation presently sponsored by the following jurisdictions in the houston-galveston regional planning area: the counties of austin, brazoria, chambers, galveston, liberty, matagorda, walker, and wharton and the cities of baytown, deer park, dickinson, la marque, la porte, league city, pasadena, santa fe, shoreacres, texas city and tomball. as a leader in the housing finance industry, seth manages many of the available programs in the houston-galveston and surrounding markets. the corporation administers first time homebuyer programs, many local (mcc) mortgage credit certificate programs and bond programs. seth has offered homebuyer education and pre-purchase couns
