spectrum provides programs & services free of charge for eligible clients: job search resource centre - open to ei, former ei, and the general public if you are an unemployed canadian, you are eligible for services at the spectrum job search centre or other employment assistance service (eas) agencies. if you are an active employment insurance recipient or a former ei recipient (defined as having established an ei claim within the last 3 years or an ei maternity/parental claim within the last 5 years), you have access to a full range of eas services. youth project - open to youth aged 15 to 30 life skills program. 8 weeks of paid training.
