step up for students helps administer two scholarships; one for economically disadvantaged students and the other for children with certain special needs. the florida tax credit scholarship program (ftc) helps low-income students with private school tuition or with transportation costs to attend an out-of-county public school that may better suit their individual learning needs. under the tax credit program, florida corporations with certain tax liabilities to the state, receive dollar-for-dollar tax credits for contributions to scholarship funding organizations, like step up, that award k-12 scholarships to students qualifying for the federal government's free- or reduced-lunch program. the gardiner scholarship (formerly called the plsa) program is different than other scholarships in that it allows parents to personalize the education of their children with certain special needs by directing money toward a combination of programs and approved providers. these include schools, therapi
