Subic-Clark Alliance for Development Council

subic-clark alliance for development or scad is an enabling agency tasked to harmonize the projects, plans, and policies of all stakeholders concerned in the integrated development of the subic-clark corridor. originally founded on june 21, 2001 as a task force through a memorandum of understanding of bases conversion and development authority (bcda), subic bay metropolitan authority (sbma), clark development corporation (cdc) and department of trade and industry (dti), scad has evolved into a separate government agency in 2006 with the task of coordinating all development initiatives in the aforesaid region. the agency is mandated to exercise the following key functions: (1) formulate policies and programs to transform subic and clark into mega logistics hub; (2) recommend infrastructure projects; (3) formulate common investment promotions initiatives; and, (4) harmonize programs and policies of all the development agencies concerned.
