our vision: --> facilitating modernization of belarus: biss promotes the idea of a renewed belarus and introducing the world’s best practices in government, economic regulation and social institutions development. -->increasing the belarusian expert community’s potential: biss is open to cooperation with independent and state think-tanks interested in the country’s development. --> strengthening independence infrastructure: biss formulates scenarios aimed at boosting the sustainability of independent belarus. we are convinced that it is good government, stable state institutions and equal neighborly relations with other international actors that can ensure belarus’ independence.
