the best bar none awards scheme was developed over 10 years ago in the united kingdom by the manchester city centre safe project as part of its' remit to address and reduce liquor related crime. this followed the realisation that a significantly high proportion of liquor related crime could be directly or indirectly attributed to the way establishments were being managed. it was understood that all premises could improve and the greatest benefits would therefore be achieved through enabling and encouraging premises with poor management to improve their standards. it was felt that in order for progress to be made in delivering a safer night time economy, a new approach was required to enhance and complement traditional law enforcement activity. the objective of this approach was to provide an incentive for the operators of licensed premises to improve their standards of operation to the level of a commonly agreed benchmark - a carrot of reward to counterbalance the stick of enforcement.
