blue oceans is a consultancy firm specializing in media and communication services to both the private, public, and civil sectors. we conceptualize, create and develop communication and media-based ideas and solutions for our clients. importantly, we create sustainable frameworks through which institutions can continue effectively implementing communication activities, as trained by blue oceans consultants. the creation of blue oceans was largely inspired by the need to create content by rwandans about rwandans; to be shared with the world.
