educational consulting and advisory services (ecaas) was established to provide specialized english language (el) program consulting services and training to schools and districts in arizona and across the united states. the ecaas team is led by dr. smith-raibon an educational consultant with extensive experience in education management and a proven track record in el compliance. dr. smith-raibon is an educator who is equipped with a wealth of knowledge in education and el compliance. she understands the educational system from the point of view of the students, teachers, parents and administrators. this unique perspective is due to her tenure as an el and special education director, education manager for a native american community and an administrator for over10 years. she worked as a special education/general education teacher for 15 years. she was employed as an esl and adult education instructor at tarrant community college for 3 years, and she has taught english in ecuador.
