the eea grants—as an eea financial mechanism—have had a continuous presence in greece over the last 25 years. for the period 2014-2021, the eea and norway grants have allocated a total of 2.8 billion euros, 116.7 million of which allocated to greece, via protocol 38c. the donor countries and greece signed the memorandum of understanding (mou) regarding the 2014-2021 eea grants on 31 october 2017, agreeing to nine (9) new programmes. out of these programmes, five (5) are managed by the greek authorities and four (4) by the fmo. in the mou, there is also a provision for a fund for bilateral relations, which aims to empower initiatives across sectors and countries, so as to strengthen bilateral relations between the donor countries and the beneficiary ones.
