owners construction advocate (oca), llc, is owned and operated by charlie strickland. charlie’s qualifications include over 40 years of experience of hands-on, in-the-field construction supervision of over 4,000 homes and related infrastructure and over 8,000 construction loan inspections for financial institutions. oca specializes in the representation of home owners and financial institutions and their interests during the construction or renovation of their residence or the construction lender’s activities. our loyalties are with our clients’ interests, not the builder’s interests. for the home owner, we act as their eyes and ears. oca’s services include conducting periodic on-site inspections of critical activities including grading, footings, foundation, framing, exterior components, interior finishes, final punch lists, sitework, and quality control for compliance with plans, specifications and other construction documents. we review all applications for payment the builder subm
