quality care network (qcn) was incorporated in response to the requirement in the arizona department of health services’ contract awarded to magellan health services of arizona (magellan), to contract with provider network organizations (pnos) to serve children and their families throughout the maricopa county regional behavioral health authority (rbha). pnos are corporations, capable of accepting behavioral health clients into service, providing comprehensive strengths, needs, and clinical assessment and then developing a service plan to best serve that client and his/her family and significant others. qcn is contracted with magellan and subcontracts for services through qualified service providers (qsps), direct service providers (dsps), and other specialty service professionals and provider agencies, to provide a comprehensive and integrated service delivery system. qcn has responsibility to develop and monitor provider contracts with its subcontracted qsps and other providers. it i
