s-consul provides integrated cbrne security and mission support services to government agencies, private corporations and non-governmental organizations worldwide. mr. williams served in the u.s. department of defense as a sr. presidential management fellow specializing in international security programs with the office of the secretary of defense (osd). as a u.s. army reserve officer and military engineer, mr. williams was assigned to the office of the assistant secretary of defense (oasd), special operations and low intensity conflict (so/lic) as a policy advisor for wmd consequence management (cm), specifically bioterrorism response planning, where he was responsible for developing strategic wmd non-proliferation program acquisition directives and cm policy for interagency cbrne-wmd non-proliferation and preparedness programs domestically and abroad since 9/11.
